Orissa TRIFED
The state of Orissa is a significant in India, because it has the highest concentration of SC’s and ST’s citizens.It was ranked 3rd in terms of SC population and 11th in terms of SC population in the 2011 Census. Scheduled Tribes and Scheduled Castes account for 40% of the total population of the State (ST’s: 22.85% and SC’s: 17.13%).
SCHEDULED AREAS IN ODISHA
The revised Presidential order titled “ The Scheduled Areas (states of Bihar, Gujarat, Madhya Pradesh & Odisha) Order 1977” has now declared the full districts of Mayurbhanj, Sundargarh, Koraput (which now includes the districts of Koraput, Malkangiri, Nabarangapur and Rayagada) , Kuchinda in the exercise of the sub-paragraph 6 granted by the Constitution of India. Sundargarh, Koraput (which now includes the districts of Koraput, Malkangiri, Nabarangapur, and Rayagada), Kuchinda tahasil of Sambalpur district, Keonjhar, Telkoi, Champua, Barbil tahasils of Keonjhar district, Khondamal, Balliguda, and G.Udayagiri tahasils of Khondamal district.
Core facilities, Monetary Entitlements, Allowances and Compensations to STs, SCs, OBCs & Minority communities.
- Require boarding facilities for students belonging to ST, SC, and OBCs students in State run Hostels
• Scholarships for STs, SCs, OBCs & Minorities from Primary level to Ph.D Level as desired.
• to ST & SC students need Educational Amenities such as NT Books, Reading & Writing Materials, and school supplies. - Provide monetary relief to SC & ST victims of atrocities
• Provide Legal Aid to SCs & STs for establishing their right, title, interest and disputed property as well as cases under PCR Act, 1955 & POA Act,1989
• Develop an insurance plan for Particularly Vulnerable Tribal Groups (PVTGs) through Janshree Bima Yojana of LIC. - Include a monetary reward to couples who marry from different castes.
- • The Orissa SC/ST Finance Development Corporation provides SC’s and ST’s with margin money loans under bankable schemes.
- Minimum Support Price (MSP) to STs as primary gatherers for Minor Forest Produce (MFP).
- Reservation in Posts & Services as per provisions of the ORV Act,1975
- Pre-Examination/Pre-Recruitment Training for appearing at various competitive Exams through Implementing Agencies
Compensation to Atrocity Victims
- Monetary Relief is being given to the SC & ST victims of atrocities in accordance with the norms and scale set out in the scheduled annexed to Rule-12 (4) of the SCs and STs (POA) Rules, 1995
• 25%, 50%, 75% at the first step as per Rule and full amount of compensation wherever applicable to the first phase.
• The remainder of the money will be paid to the victims after they have been convicted to the court. - As per the (Amendment) Rules, 2011, 150 % increase in compensation/ monetary relief has been effected for the victims of atrocities with effect from 23.12.2011.
