Introduction

The Government of India has committed to the agenda of ‘Sabka Sath, Sabka Vikas, Sabka Vishwas’ which includes inclusive development and upliftment for all. The focus is on sustainable development and inclusive growth. The Ministry of Tribal Affairs has dedicated to improving the lives of tribal communities through designed policies and programs which benefit the tribal population.

The programs of capacity building and awareness building have been started by the Ministry. It aims to empower tribal PRI representatives to enhance their decision-making power at a local level. It also aims at focussing on constitutional and legal provisions which protect and promote the rights of tribal population.

The capacity building representatives are directly participating in the development initiative at a local level. It can be of great help to bridge the development gaps among different tribes and communities.

The Ministry of Tribal Affairs has partnered up with The Indian Institute for Public Administration(IIPA). United Nations Development Program(UNDP) and SCSTRT Odisha to develop the National Level Framework training program. This module has involved various local communities as well.

Need for Collective Dialogue

The new wave of constitutional and political transformation provides a catalytic place to the NGOs. It plays a significant role which strengthens local self governance. The local governments hold roots at a rural grassroot level. It has a couple of highly motivated individuals who work directly with the Panchayat. It legitimizes opportunities for empowerment of women.

IMPORTANCE OF INTERVENTION

The Panchayati raj Institutions are to be viewed as Institutions of Local SelfGovernance not as the implementers of centrally determined development programmes. Bottom-up comprehensive planning needs to be strengthened as a key requirement for self-governance at the grassroots. Emphasis must be placed on the active participation of rural people in different development processes. Intervention in strengthening PRI should focus on building, promoting and empowering leadership at grassroots, with special focus on women and SC/STs. Strengthening PRI will ensure from their understanding about various roles, system of governance, accountability and interlinkages.
